Because the fans demanded it

In SMB:GAH #4 readers were given the unprecedented opportunity to vote for the story that would appear in #5. They voted and they voted for a mixture of WW2 and 1960s Superhero action.
Unable to decide which of the 2 stories should take prominence, Pearce decided to make SMB:GAH #5 a flip-book.
As if Battle vs Saddam in SMB:SS #1048 wasn’t enough for most readers, SMB:GAH #5 treated fans to Battle vs Hitler… to the death (again) and also tied up a few plot-holes from SMB:GAH #1.
And not wanting to ignore the readers who crave superhero action, Battle takes on more Soviet super-villains.
